The Jackson County, Missouri Legislature and County Executive Frank White have agreed on how to use the remaining $70.4 million in COVID-19 relief funds from the American Rescue Plan Act, avoiding returning the money to the federal government. The funds will be split evenly between infrastructure projects and community initiatives like nonprofits. ArtsKC Government Relations Director Branden Haralson praised the collaboration between the legislature and the County Executive, calling it ‘heartening’ given recent tensions. Democratic Congressman Emanuel Cleaver worked with legislators and the Department of the Treasury to adjust legislation to meet federal guidelines. White plans to use $35 million for infrastructure projects like renovating the Jackson County Courthouse front steps and relocating offices to 1300 Washington. He also noted that non-profits will have to reapply for funding. White has criticized the previous application process, started in 2023, and expressed the need for court repairs at the downtown courthouse. The legislature will revisit the application process for non-profits to ensure fairness and transparency in funding distribution.
