A divide has formed among U.S. intelligence agencies regarding the cause of unexplained health issues, known as “Havana syndrome,” experienced by American diplomats and intelligence officers stationed overseas. A recent U.S. intelligence assessment indicated that two out of seven spy agencies now believe a foreign actor may be responsible for the mysterious symptoms. However, five other agencies maintained their stance from 2023 that it was “very unlikely” that a foreign actor caused the symptoms based on sensitive intelligence reporting.
The dissenting agencies pointed to progress in scientific research and weapons development by foreign actors as a reason for their shift in assessment. The White House National Security Council supported victims of “Havana syndrome” and acknowledged a shift in key judgements by some intelligence components.
Former and current government employees criticized the CIA and the Office of the Director of National Intelligence for initially dismissing their medical cases and downplaying the possibility of a foreign culprit. The victims believe a foreign actor is likely capable and responsible for the health incidents. Republicans on a House intelligence subcommittee also issued a report suggesting a foreign adversary’s involvement.
The ODNI official refuted accusations of a cover-up and stated that all analytic work was conducted with objectivity. The official emphasized the importance of putting emotions aside and allowing facts and critical thinking to guide conclusions. Some victims’ lawyer, Mark Zaid, criticized the lack of transparency in the assessment but noted that intelligence agencies are moving towards acknowledging a foreign power behind the incidents. Zaid plans to seek declassification of the new assessment through a lawsuit.
